In a large bowl, combine Fish Sauce (2 Tbsp), Rice Vinegar (1 Tbsp), Garlic (4 cloves), Brown Sugar (1 Tbsp), Chicken Stock Cube (1), and Ground White Pepper (1 tsp). Mix well.

Add the Skin-On Chicken Drumsticks (2 lb) to the marinade, ensuring each piece is evenly coated. Marinate for at least 1 hour, preferably overnight, to allow the chicken to absorb the flavors. Stir the chicken occasionally during the marinating process to ensure even coating.

In a small saucepan over high heat, combine Fish Sauce (2/3 cup). Water (1/2 cup), Cane Sugar (1/2 cup), Garlic (4 cloves), and Red Chili Peppers (4). Bring to a simmer and cook for 2-3 minutes, or until the sugar has dissolved. Remove from heat and set aside to cool.

When you are ready to fry the chicken, pat it dry with paper towels and coat each drumstick with Corn Starch (2 cups) tapping off any excess.

Heat Vegetable Oil (to taste) in a deep fryer or large pot to 350°F. Fry the chicken in batches for about 15 minutes, or until golden. Drain on a wire rack.
